I don't know anything about this figure, so please help me fill in the gaps if you do!
My best guess is that it's from a playset, maybe from the Lucario and the Mystery of Mew era. I can confirm that it is not the Phanpy that comes with the Third Movie Chibi PokeHouse, but it could be from a different Chibi PokeHouse playset! No matter where it came from though, it's super adorable!
